Motion blur itself isn't too demanding but it can screw up if the game lags. I have seen no other posts related to it so hopefully you fine people can help. I have lowered all the settings to its minimum and that barely even helped. The only problem is that when in the game whenever the screen moves it becomes blurry. I got everything installed everything works. Also be sure to set the game to run on your high performance gpu explicitly in the gpu control panel. You can ignore that message most of the times because it's an old engine, it freaks out upon detecting an 'unknown' gpu. Stuff like anti aliasing, texture filtering etc. Make sure you turn off all forced enhancements from your gpu control panel.
